quiet fan question

hi all I have a strange fan question, I am looking to see if any one knows of fans that have a ring cast round the end of the blades ? so they have a full width band round the circumference of the fan tips

the reason i ask is i know from working on cars that a rad fan with this ring is so much quieter than if the tips are open as on a normal fan
 
The only ones I'm aware of are the super high speed and incredibly noisy Scythe 'Gentle' Typhoon fans, for example the 5400rpm version.

I guess that with car fans, which have a much larger circumference when compared to typical PC fans, they need the ring as the blades are so big and do reach some fast speeds sometimes.

If anything an additional ring will make more noise rather than reduce it as it too has to cut through the air stream.
 
nope the scythe fans are not joined tip to tip as far as i can find out but some way back down the blades

the ring is running in its own plain so would not add more resistance , as far as i can find out most of the noise from a fan comes from the spill of air off the tips ( also why aircraft wings have a winglet on the tip now ) causing a vortex which creates drag and noise
