Quiet good performing cooler?

30-35 pounds would be the limit.
My case is big so the size doesnt matter.
first ram slot is free im only using 8gb which is enough for gaming.
CPU i5 2400.
Cooler i was thinking of:
BeQuiet Shadow Rock Pro
Thermalright True Spirit 140
Alpenföhn Matterhorn Pure Edition
Noctua NH-U9B SE2 - A bit over my budget, but if its worth than why not.

Thermal compound that i have is IC Diamond 7carat
 
i have the matterhorn and its a great cooler for the price keeps my 2500k @ 4.5g 60c underload ie. long bf3 sessions
