Quiet Prebuild - Drone?

I'd like a cheap second PC for a bedroom so it needs to be quiet as well as being obviously as quick as possible. No game playing is involved and I was wondering about a Primo Drone, which seems to be a good price at the moment.
Can anyone tell me if this is quiet, without a lot of fan noise or, if this isn't either tell me what to change to improve it or point me at something else that is. I would consider something more expensive if necessary.
This would have to be a prebuild as I'm not confident about building one myself.

I received my prison drone yesterday and it's a good machine quiet, quick and capable of running heavy apps. Worth it in my opinion.
