I've just put together a HTPC and the Corsair Builder 430 that I installed is the loudest component (I can hear it humming over the dialogue in some films), so I'd like to replace it with something quieter. I don't need a lot of power - it has 4 HDDs and an AMD 6450, which doesn't need a PCI connector - so a 400W would probably do it. Any suggestions?

Do you have a particular budget? If not you may want to consider something fanless, as these are obviously silent and as long as the case has some airflow, they'll stay perfectly cool and you'll have nothing to worry about. My recommendation in this regard would be a Seasonic Fanless X-520FLII 520W Passive Power Supply - these look incredibly nice and would definitely provide you with enough power with 0 sound output, and Seasonic are obviously excellent quality.

Other recommendations may be the Kingwin Stryker 500W which is another excellent fanless unit and if you're sure the machine will not draw over 400w, you could look into the Seasonic X-400 - which got EXCELLENT reviews over on Johnny PSU.
