Quietest RTX 2070

Three fans isn't necessarily the path to silence. The thing about triple-fan cards is that the fans are also smaller, so need to spin faster to move the same amount of air. They may be able to move more air overall if you set all cards to 100% fan speed, but not quietly. Judging by TechPowerUp's reviews, the MSI Gaming Z (dual-fan, 2.5-slot) is the quietest of the lot. It hits just 30dBA under load, which is better than large triple-fan cards like the Asus Strix (37dBA) or Zotac Amp Extreme (36dBA).

For what it's worth, I own MSI's 2070 Super Gaming X, which uses the exact same cooler, and that's extremely quiet, despite a more power-hungry GPU.
 
As above, I actually found the MSI Gaming X Duo fan really silent, to the point where i honestly couldn't hear it. If i left the fan on auto, it would ramp up abit but even then it was barely noticeable... Keeping temps down into the high 60's low 70's. What impressed me the most was being able to maintain a over 2ghz clock on the core at stock settings as well.

Bare in mind though this was a 2070 super.
 
I had the linked to cooler on my ‘old’ msi gaming 2070 and it was the quietest gpu I’ve ever had but I researched it that way as I too wanted silence.
 
Thanks for the excellent answers, I see MSI is still making the quietest cards. I actually have a Zotac RTX 2070 Super Mini which is quite loud, even at idle the lowest fan speed is 33%. I'm getting a larger case so can increase card size, but I might just set a fan curve for now and see how the card performs when throttling at high temps. I'll no doubt make a big loss selling this card then buying another in the same series
