It might be worth running XP TCP/IP repair to return all settings to Windows default, I've seen malware screw with these and cause internet access issues.

Right, I did:

Start - Run - type "cmd", press enter - type "tracert www.bbc.co.uk"

and got the following...I've blanked out all IP Address to be on the safe side lol

Oh, and just to add, i've formatting PC and re-installed everything...should it be right that im running 311ms ping when running speed tests?

Already tried the TCP/IP Thing with Virgin Media and they made no different

To my eye those trace routes look normal, you have a few more hops getting out of NTL than I do with my ISP, but NTL are far larger than my ISP so...
