Ok so i got a R290 to replace and aging ATi GTO 800, installed it, removed driver, then run clean sweep twice, and then installed 14.1 beta drivers

Did a run of 3Dmark11 and score a rather low 6700+, then i did a Firestrike run and that was lower than expected to a mere 6629, both my 770 and 7970 did much better

Removed drivers did a clean sweep and installed 13.2 whql drivers and did the runs again, this time scored same as most other 290's

Run heaven maxed out at 1440P and the card soon got hot at 74c and fans very loud at 79%, remember reading gibbo say that these where the coolest and quietest that he has tested so i began to explore, i downloaded MSI AB and installed, and what i noticed was the volts were showing +50mv, now i thought i must have done this when i was setting up the things i wanted to monitor, so i clicked on reset and run again and things was much better so i went to play BF4 for an hour, now to cut this story short, for some reason after a reset or a period of time the volt increase by 50mv and i dont know why, dont know if its a bug with MSI AB or the card itself

And just to make matters worse i removed the 13.2 drivers, clean sweeped, installed 14.1 and run 3Dmark11, well all i had was vertical lines down the screen, tried Firestrike and heaven and both ran fine, tried BF4 and switched to mantle and 5 second in to the game (not the load out and spawn screen) the screen goes blank and im unable to ctrl/alt and delete or do anything so hard reset was required, tried again same thing, tried again and switch back to DX and same thing again so im at the point now where im just going to return the card and get a refund

I did have one random black screen when using the 13.2 drivers when the pc came out of sleep state, but its not repeated that again since and that was before any of the problems above, reason for sharing this is just to pass on my experience, i have many AMD and Nvidia cards over the years and have never had any issues like this, im guessing that 14.1 drivers just suck, but then why dont they suck for everyone, my set up is in my sig, just not the 780ti obviously :)

Was really hoping that mantle would impress me but all in all this has left a sour taste, the increase in the volts happens with either driver just to be clear :)

You are not alone Taz, I got the Powercolor R9 290 and having similar issues.

I'm either getting the fuzzy screen and require a cold reboot....
....or the black screen which also requires a cold reboot.

Everything is running stock apart from I upped the max GPU fan speed to 100%.

Which Powercolor card are your referring to? The 290 PCS+?

If so I have the same card and using MSI Afterburner I've been able to make it cool and silent. First regarding the +50mV it is normal, by default Powercolor run their card with a higher voltage than the standard AMD value. I have removed it using MSI AB and so the card now runs without problem with AMD's reference voltage.

When it comes to the fan my custom profile is set so the fan speed never exceed 48%. Much more silent/discreet and temperature still stays at a very reasonnable 70-71 degrees on load. I suspect the black screen problem to be power related, I had it twice before adding +10 to the Power limit setting in MSI AB and haven't had a single problem since.

Oh and I'm running the card with the latest 14.2 Catalyst beta drivers.

Hope this will help ;)
