R9 270 and fx6300 not performing well.

is that a 1997 game? might not be compatible with the windows your running? have you tried updating your drivers?

This was just a glitch, I updated my Catalyst drivers and it worked, I was hardly getting 10 fps when I hadn't had them updated.

This happened to me playing Beyond Divinity @ 3fps, was so confused running a 6950, ended out needed some driver updates and it fixed.
