I started a thread the other day along similar lines.

After my son finally went for a Gigabyte R9 280X he was looking at this Sapphire card

Slighty more than your budget but it read well, folk have had good things to sy about it and it looks pretty nice to boot.

Plus at the mo BF4 is bundled with ll AMD R9 cards.

But I was advised by those in the know to go for the slightly more expeniv R9 280X.

It seems like an unnecessary price hike to be honest. The extra mhz its got can easily be achieved without adding any voltage and while I can't comment on that cooler, the Gigabyte Windforce coolers are tried and tested.
 
TBH buying a GPU now, i would be going for 3gb Vram at least. If you can find a way to stretch the budget a 7950 or a 280x would come with extra grunt and Vram which wont go a miss.
