R9 290 overclocking problem

When I was overclocking my 290X and 290 today, I noticed the second card (290) was stuck at a certain clock and voltage and not matter what I did it wouldn't go down until i restarted.

what's the issue?

Does this occur with the cards at stock or is it just when overclocked?

Are you running with ULPS enabled? When I ran with it enabled I couldn't seem to alter the voltage of card number 2, but when I disabled ULPS then I could alter away. I assume it's part of the whole ZeroCore/2nd GPU going to sleep thing but I've never really looked into it that much. I ended up liking the ZeroCore thing so much that I always leave ULPS enabled and have the second card turn off unless it's in use in Crossfire. :)

EDIT - Didn't read your opening post fully enough - my cards were never stuck at a particular speed, so may well be barking up the wrong tree. Still worth knowing if you're using ULPS or if it's disabled though. May also be worth killing processes one by one in Task Manager in case it's a background process keeping the second GPU active.
