R9 290 temperature

Hi I just installed a 2nd Gigabyte r9 920. I bought it 2nd hand.The temperature shoots up straight to 80 when under load but drops very quickly when idle again.This is compared to my other r9 290 exact same card and bios. Same temperature readings when used on its own. Have I been scammed?
WHen temps hit 85 card automatically lowers the clock speed .I have custom fan set up to 100 percent.

Sorry for being unclear. What I'm saying is the card goes straight to high temps as soon as I run a game where as my other card has a gradual climb in temperature as I would expect so is the first card dodgy.Hitting 85 degrees and down clocking is not what I'm looking for especially when its diablo 3 I'm running.
 
Before you rip off the cooler, if you are running them in CrossFire, the top gpu runs hotter than the bottom and it heats up considerably quicker than in single gpu use.

If you are going to take off the cooler, thermal pads usually stay intact with a bit of care, AC MX4 is a good easy to apply paste if you need some.
 
Card has the same temperature problem wether I have 1 or 2 cards installed .
Also it drops temperature very quickly when no longer under load which I find strange.
