but when i had a Asus Radeon R9 290X DirectCU II OC before i rma'd it 2 times, it performance better at same clock speeds

i think it has to do with my really old win7 installation and some dozens of catalysts that went in and out.

Yeah that's slower than a reference 290. Something is definitely wrong. Is it throttling on the power limit?
on stock settings yes. but if i up the power limit to +20 the clocks stay stable all the time.

seeing this http://www.overclock.net/t/1462592/powercolor-pcs-r9-290/430#post_22036940 it looks like there's big issue with these PowerColor PCS+ R9 290/290x. and in most cases the bios update only improves it slightly.
it seems there's a bug with the card not just the bios

i did a 3dmark test has single card vs crossfire and the results look about right, even tho the gpus usage are all over the pace so i don't understand how it's performing has it should on performance.

Enable unified gpu usage monitoring in afterburner if you want a more consistent readout of gpu usage.
