ok I am going to get a new monitor and not sure my old hd 5700 is up for it , I am looking for a 24-27inch monitor possible a 144hz as I mainly play fps . I do have a budget of up to £250 ish but do I need to spend that much ?

if I do go for a 144hz monitor what should my starting point in cards be in both amd and nvida so I can look for a good deal .

First, what cpu and psu do you have?

Assuming they are fine, then I'd look at something like a 270x / GTX760 for 1080 / 1200p. If your monitor turns out to be a 1440p, then to have most eye candy on with decent fps will probably require something like a 7950 / 7970 / 280x // GTX670 / 80 / GTX770 - as a minimum.
