Racing Sim Build

A friend wants to build a racing sim and needs a pc to do it.

The budget is £700 for the G27 and the PC. He wants something thats quick at loading times etc and also good at gaming, but room for improvement in future. For example he only wants to play Rfactor and Iracing at the moment so no need for an expensive graphics card yet!

This is my spec i made, any suggestions/improvements?
