Radeon 3870 question

I have just upgraded my graphics card to a Sapphire 3870. Now installing the drivers took nearly 3 hours, which seems to me to be a long time but I haven't used an ATI card for a while.

But when I look at the card it seems to be running slower then I would expect, the core is only going at 300MHz (see picture)

When I play NWN2 Fraps reports a speed of about 10 frames/second at 1280x1024 and I get a score of 27912 on 3DMark2001. 3DMark03 and 05 both seem to hang when I try them.

Is my card running correctly?

I did have a problem with no sound, but I got round that by disabling the ATI sound driver in the device manager.

I think that it's normal for the card to be running at 300Mhz in windows since it lower power consumption and theredically lengthens the lifespan of you card. It should pop back to it's stated clocks when a game is running for example. I would uninstall the drivers and trying installing them again. Seems that something is wrong there since it took you 3 hours to install them.
 
it will run at 300MHz when idle as it doesnt need the higher clock power, look at the clock next to the sliders, thats the clock it will change to when load is put on it
 
install ati tool and you can see the different clock speeds and them change when you run 3d stuff, including ati tools' own 3d view
