Hi and welcome to the forum.
There's a TurboDuo R9 290 and a TurboDuo R9 280X but I can't see any reliable links to a TurboDuo R9 290X.
Perhaps you could ask them to confirm exactly what you're getting and provide you with a link to the card.
I don't think Powercolor have the best warranty but there are preferential terms if bought from OcUK - Graphics Card Warranties - Let's see how good they really are *Look*.
Perhaps you could ask the forum members here to spec. you a system from OcUK.
If you want pre-built post here, if you're happy to build it yourself post here.
Best to give a budget and details of what you want to use the PC for along with any specific requirements.
