Radiator - Do I need a New One?

I had the radiators power flushed in July this year, first time since we had the boiler fitted some 17 years ago. However, the large radiator in the living room is still cool at the bottom and red hot at the top. Is it buggered and needs swapping out? All the other radiators heat up fine and have been bled (vented system).
 
Might be able to lock the valves, take the radiator off and drain it. Then blast a hose through outside and get the sludge and debris out. I did that to get one of mine working last year. This year though, we ended up just replacing 3 of the oldest radiators including the one I cleaned out last year.
 
Have you checked it’s balanced correctly and getting enough flow?

It will have two valves, the TRV on the inlet and the lock shield on the outlet.

Turn the TRV up to max and check it isn’t broken by taking the head off and making sure the pin in the middle is ‘up’.

If that doesn’t change, try opening the lock shield valve 1/4 turn at a time to increase the flow.

Also make sure it’s bled and has no air in it.
