I bought 3 Akasa Apache fans rated at 1300RPM for my rad but ive noticed they only really spin at about 1000RPM. Is this normal?

Second question would be, If I were to let these Apache's go, what could I replace them with? I was looking at the Xigmatek XLF-F1253 (Black frame, Orange blade, White led) are these any good?

Its either those or something a bit more powerful as I do have a fan controller around somewhere - The Zalman MFC1 or whatever the number is.
 
The rad is an XSPC RX360 "Designed for low speed fans" or whatever it is they say.

Apache's are connected to a 3 pin to molex wire, with the sensor wire that plugs in the mobo. Also using speedfan to get the fan speed.

Perhaps im worrying too much about them?
 
Shame my CPU is not stable at 3GHz no matter how high the push the voltage, IBT causes a crash on its first run and Prime95 hardly gets going too. Ive currently got it stable at 2.9GHz @ 1.376v Ive played around with the FSB instead of the multiplier but it just makes it even more unstable.

Dropping all speeds back the motherboard can take an FSB of 280mhz and the CPU can take 16x multi. I just can't get the damn thing stable at 3.0

I may just get a fancy hex core when they come out or splash out now on a 965.

Oh and the reason for a big rag on just a CPU was because I was going to get hold of a GTX280 waterblock but the guy who had the block sold it before I had a chance. - Waiting on decent prices so I can get a new card and block at the same time :)
