Radius Without Domain?

I'll admit I don't know a great deal about RADIUS, but the question seems a little too open to me.
What exactly are you trying to achieve? I assume you want some kind of RADIUS server within a workgroup?
 
You will need a directory/database of some sort to look up identities (usernames or certs).

Some stand alone RADIUS servers (noteably FreeRADIUS) can be deployed with integrated SQL databases for identities while in Microsoft environments this is commonly done with some form of Active Directory integration.

I'm curious as to what sort of environment you have where you would benefit from RADIUS and don't already have need for a Directory to handle user security.
 
Yes it is possible as long as you have some sort of user directory for the server to check against.
 
As mentioned FreeRADIUS will support SQL, LDAP - and even local file users, so plenty of flexibility.

I successfully achieved .1x (wired) using FreeRADIUS and none domain'd windows clients.

I did only manage to use IAS with a domain though, i'm not sure it will let you configure it in any other way.
