Rage Ati 6970 issues

I'm experiencing tons of texture pop-in's and out's on Rage, I've tried everything from creating Cashe files for the game to installing the Ati's performance patch.
No luck and I can't enable the dev console.
Can anyone help?

My system (in case you need to know)
Intel i7 2600K
Radeon HD 6970
Win7 64bit

So, which driver version are you now running? The latest should've resolved this issue.

Yes, I have all the latest drivers installed. They haven't fixed anything.

Same issue with my 6950.

I tried 11.9 and 11.10 and every CAP and Rage performance driver inbetween and nothing has worked.

The latest cat official 11.10's was released with a old opengl driver, you should go back to one of the previews. I fixed this issue my self by extracting a working opengl driver from 11.10 preview 2, as that one worked best for me.
