I am doing a build in a Silverstone ML09B - it's compact - 7 litres.

The cpu is a 4590S - so a lower power version of the 4590 which should help the temps but I want something better than the stock cooler.

I have been looking at the Zelos, it's a good price but want to know if there are any user experiences of this?

Have seen the Noctua is highly regarded but it's basically double the cost.

While I have never used / tested the Zelos, I have tested several others similar to it. With all of them I found turning the fan over so it was pulling air out of cooler gave lower CPU temps.

That's interesting, it'd be right by the vent of the case to exhaust if thats the case so that'd be good
