RAM DoA or incompatible?

Trying to upgrade my old comp (very old) by adding an extra 1gb ram.

When I inserted the second one, it isn't detected.

On my old (512mb) one, it says:
PC3200U-30331-Z
512MB DDR PC3200 CL3

On my new (1gb) one, it says:
PC3200-R-30331-C0
1024MB DDR 400 CL3 ECC Reg

If I remove the 512mb and put the new one in, it gives a long beep (memory error).

I guess the problem is that it doesn't take ECC? But would that be the cause of the long beeps and failure to post?

Edit: But I heard that a non ecc mobo would still accept ecc, however it would turn off the ecc features, would that be the case?
 
Unfortunately, it was from ebay and the seller only accepts doa items and replaces them.

I guess I could resell it or something.
