RAM - Faster, or more?

CAS 8 or CAS 9 isn't going to make any difference you'd notice without a banchmark.

Get 8GB of CAS 9 assuming you have a 64 bit operating system.

No only joking for once!!! I would go 8gb too but remember you need 64 bit OS to take advantage of it all.
 
As everyone else pointed you do need atleast 8 gb of memory for the time being, 4gb will probably not be enough in 1-2 years and 16 gb might not be needed at the time being unless you are using specialized applications. Since most motherboards have 4 dim slots it would be wiser to get 2x4 gb ram kits so that you have the option to install another two in the future if you ever need to. If the choice was to get faster 8gb to slower 16 gb i would recommend getting the 8gb which will probably be cheaper than 16 gb of slower memory. By the time you need extra memory you can get an additional pair at a lower price.
 
Faster in terms of Latency? No.. Faster in terms of effective frequency - Yes?

As for capacity, the system will always perform better with more RAM. However, no matter how much RAM you have paging will still occur unless you specify the settings yourself, or you able to to turn paging off completely. I would only consider this with 8GB minimum.

So I'l need to switch off the paging file completely once fitted?

I also have manual timings at the moment, assume I'll have to switch the CAS timings back to auto in the BIOS?
 
No, switching off the swap file might cause problems and - it doesn't mean Windows won't create own itself once needed.
Just create as small as possible and you may consider to install some Ram Disk software and place swap file there. I've got 8 GB RAM and 2 GB is used by RAM Disk & swap file is there. If I had 16 GB, I'd use additional 8 GB for all TEMPS.
