RAM Latency Questions please

My ram is speced officially at

9-9-9--28

Do i leave them at this or change them i.e lower them.

Also how do you oc ram or dont u do this

z77-d3h mobo
650w psu
2x 4gb geil leggera 1600mhz 9-9-9-28 - 1.5v
2x 4gb hyper x 1600mhz 9-9-9-27 1.65v

I have updated my above specs on memory

How should I set these up in the bios with the last latency number been different and voltage different

i do have xmp profile but there different branded sticks

2x geil leggera
2x kingston hyper x

ah just thought will there be two seperate xmp profiles for each bank of 2
