RAM/Motherboard issue

I have such an annoying issue that I can't seem to solve.

I start my PC Windows loads slow, games/multimedia run slow.

I switch off, move RAM to DIMM2+4 instead of DIMM1+3, turn on, it boots and runs great.

I restart my PC, back to step one, Windows loads slow, games/multimedia etc.

Why? I can't figure it out? I've taken 1 stick out and get same type of result.

Geil 2gb 6400 RAM.
Abit IP35-e Motherboard.

Any tips? I've done a memory test (memtest86) and had no errors.
 
Is this related, when my RAM runs fine my clocks show legit speeds, this is what it looks like when the PC is all slow:

I don't get this at all, I take a stick of RAM out, or move it, it works on the first boot flawlessly and as soon as I restart I get this slow loading Windows and jerkiness in multimedia.
 
I set my BIOS to "Fail-safe Settings" and saved and now it works fine! I turned on my USB devices so I can use mouse and things and it runs great.

Any idea what it could have been in the BIOS causing this issue?
