Ram problem?

Evening all my system has been up and running for a few weeks and i may have a problem. On the cpu meter on desktop with nothing open the processor is at idle but the ram sits at anywhere between 30-50% so i have looked at a few things on the windows experiance i have 7.9 scores for everything apart from my ram which is 5.5 and that says out of 8gb installed 2.65 is usable!

I also have RAMMon and cpu-z open and im not sure what im looking for tbh in RAMMon it says: Total Physical Memory 2714mb
Total Available Physical Memory 1707mb

I have installed the ram sticks in both 1+3 and 2+4 slots on the motherboard, the ram i am using is:

32 bit cannot address more than 4GB of memory, which will include more than just system ram. 64 bit windows can address 192GB. Home premium is limited to 16GB and home basic is 8GB.

Normally your product key isn't limited to 32 or 64 bit so you should be able to just download a 64 bit iso or borrow a disc off someone and still use your current key.
