Ram settings - Ram too slow (need help)

I am trying to help a friend out with his machine without having physical contact with it. His ram seems very sluggish and his Windows experience score for ram is only 5.9 with fast ddr3 while my ancient ddr2 6400 gives 7.3

I'm guessing he has something set wrong in his bios but don't know enough about his system to help. I have included screenshots from cpuz to see if anyone can help.

According to the CPU-Z shot your RAM is working @ its rated speed.

As for the Windows score I would not think much of it, but it could be due to your CPU clock.

with that kind of CPU voltage you should be able to do 190 x20 to give you 3.8GHz.

I would run the RAM @ a lower speed with tighter timings.
