I have a 60gb SSD and 1TB HDD, IT says I need double the RAM in paging file size. so at the moment I have 24gb paging file on my HDD and nothing on the SSD. as I have tonnes of space left on the 1TB HDD.

You have 16Gb ram, why not make a RAMDisk for the pagefile and some caches? You can use SteamMover to easily locate caches to the RAMDisk. RAMDisk is very fast.

I have a 768Mb pagefile on a 1Gb RAMdisk, with my chrome cache on it too.
