ram speed slower than what it should be

hi guys (and girls). I've got 16gb of ram at 1600mhz (2x8gb corsair xms3) and for some reason when I check in my system, the speed is only up to 1300 or so. I have started overclocking my cpu and I was wondering, should I manually set my ram speed to 1600mhz? is it dangerous to do so?
thanks and sorry for the noob question (I like the idea of not having to buy anything anytime soon as I've had a car crash a couple of days ago...)
 
save the settings to usb memory stick,can even save the whole bios inc settings so you can flash bios with the oc if need be

usb mem stick and one of the f keys to take bios screenshots,and the flashing software to backup bios but don't use it to flash bios with

also for the past couple of weeks whenever I turn my pc on, it does a weird on-off-on cycle. it does it when I restart as well. everything works fine apart from that. I've taken the ram out and put it back properly but the problem is still there
 
I pressed cmos to clean and started up the bios on mobo, and my profile settings I saved previously was there for me to load up

what board are you using? usually a touch more dram and or imc voltage helps

it only started after I started OCing. I haven't changed anything yet and it stopped doing it(typical). I understand that it's just a memory testing protocol?

ok I'll make sure I change it (I'm at 1.5 at the minute). I'll see if it sorts the problem out
