RAM Timings

I was talking to a friend who is thinking of upgrading to an i7 Haswell set-up and we were talking memory;

He's looking at 32Gb of PC3-14900 running 9-9-9-24-2N timings, specifically the G.Skill PC3-14900 RipjawsZ. He has a height limit due to his heatsink and only certain models will fit (I can't remember the height off the top of my head), however he can't find any anywhere.

Now, I'm no authority on memory and timings but I thought that if you were using something like PC3-22400C12 that runs quite high timings at it's intended speeds if you bring it down to 14900 speeds you can tighten the timings, is that right?
 
Thats about right.

Bring the MHz down and the timings usually come down too.

Many boards BIOS do this automatically via memory training and general field lists that are populated with common Mhz+timings.
 
That's good news, should give him more options if he so chooses... Knowing him though he'll probably wait for his original choice, stubborn! :p
