RAM use in general.

I know that ram is used by the operating system, say 512MB, does that mean if i have 1GB the OS takes 512MB and im left with only another 512 for other apps so in reality my pc is as fast as if it had 512MB? I would like to know exactly how ram works thanks.
 
memory works by temporarilly storing data in use y running applications, as an application is opened it loads it into memory, this makes it faster and easier for the opperating system to access what it needs, as for the operating system using 512MB leaving 512 for everything else, that is true. windows is a program ontop of a kernel, therefore for windows to run it needs to be loaded into memory.
