I've set my ram to 1866mhz in bios and it has saved it as that but as soon as windows boots, CPU-Z and windows 8.1 both say my rams at 1333mhz.

Is this a bug or something? :(

CPU Z is usually accurate. I would reset CMOS. Set XMP for your 1866 kit. Save and boot into windows. See what its reading then.

I only just got my CPU to overclock without hanging in bios, I fear if I reset cmos again I'll end up with the same issue of being stuck in boot up, It just hangs there.

What do you mean by XMP?

Nevermind, Turning the computer on and off, XMP was already set to 1866 but now its picking up my ram. Hopefully it wont BSOD now.
