RAM won't run at correct speed.

I have 2 (2*8GB) kits of Geil Black dragon RAM http://www.overclockers.co.uk/showproduct.php?prodid=MY-158-GL&groupid=701&catid=8&subcat=1517

Both are identical kits, except the second kit was from a much later batch.

The newer kit runs at 1600mhz no problems, and yet the first kit will only run at 1333mhz. Both are rated for 1600mhz and are the exact same model. I have tried changing to to the XMP profile and manually inputting the timings for the rated speeds and still no luck.

On the Labels they are both PC3-12800(and on site when ordered), yet the older kit says PC3-10700. Could this be the cause of the issue? Maybe packaged wrong?

Yep, and that's being reflected on the first and second screen shot.
Look at the max bandwidth difference.

What motherboard do you have? Slot #5 would suggest you have 8 slots?
 
Asus Rampage extreme 4. Does that mean the actual ram is not what it was sold as? As both kits were identical and the rams profile settings are contradicting the label and packaging?
 
I would say its not as it was sold at, at the end of the day, despite the labels, the bandwidth is lower than it should...
 
Are you sure your motherboard can handle 4 DIMM slots filled and running at those speeds?

I am having issues at the moment with memory speeds and 4x4gb sticks (2 mixed kits)

Only actual kits will guarantee the speed and timings advertised. I know you bought two of the same kits but I have read that this is not good enough and mixing even identical kits can cause issues.
 
Oh wait you have quad channel memory so it wont be the same as my problem then. I guess it should be more than capable of having 4 slots filled.
