RAMDAC?

I thought RAMDAC was the portion of the card responsible for actually drawing the image on the screen.

RAM Digital-Analogue-Converter I'd imagine.

400Mhz is typical as that offers enough bandwidth for modern high resolutions @ 32bpp and high refresh rates.
 
The RAMDAC (Random Access Memory Digital-to-Analog Converter) is the chip that converts digitalally processed data into analogue signal for the monitor.

It has NOTHING to do with either core or memory speed of the card. Where you see 2x400MHz RAMDAC is where the card is capable of dual-monitors.
