Rampage Formula restarting with powerful GPU

I have an ASUS Rampage Formula here which is doing something odd: It behaves fine with a low power graphics card that I have which doesn't require any PCI-Express power connectors, but with my GTX570 or my GTX295 it won't even post - keeps powering off after about a second and restarting a few seconds later.

It's not a PSU problem or a problem with the cards (verified with other equipment).

Any ideas what the problem could be?
 
Its in with all the graphics options under advanced tab I think. Search for it, its a two second job.
 
Oh OK!!! You must have a board from an older platform then. You cant force PCI X speeds on older boards they only support 2.0 anyway.
 
I've got a feeling it's something else anyway - the board is behaving oddly even with the low power card sometimes. But I'd really like to get some idea what could cause that sort of behaviour for curiosity.
 
Take a look on the motherboard as it boots, most boards have lights indicating what part its about to initializing. Should give you a hint where the problem might be. Mine for example have 4 red light, 1 near Ram, 1 near CPU and 1 near each main PCIe x16 slot. Also post codes could help you identify your issue if your board has a hex counter on it.
