Under Hardware Monitor, choose 'ignore fan speed' for the CPU. If that solves it, you haven't plugged the fan connector in the right header, or your fan doesn't produce RPM readouts (perhaps due to a broken wire).
Is the fan 3pin or 4pin? Does the fan actually work?

It did but bleeding NIC card causing issues
I'm assuming you've got the latest drivers and so on? I've never had experience of the Bigfoot cards, seem like a complete gimmick to me.
