Random GPU Usage Drops

Currently running a 1080 Ti Founders Edition at stock settings, Playing at 1440P and every now and then in games I'm getting GPU usage drops down to around 10%, I have no idea why, Any games I play are stock AKA no mods or anything, Tried various settings and lower res, GPU temps are all really good, Usually around 65'c ingame and 28'c on the desktop, Tried upping the power limit, Messing with clocks, Latest GPU driver, Going back a few drivers and nothing helps.

Anyone encountered this before ?

System specs -
9900K - tried both stock and OC
32GB 3600MHz *4x8GB* also tried at stock and only running 1 or 2 sticks
Maximus XI Hero
1000w PSU
Windows 10 Pro

I haven't tried reinstalling Windows yet but will when I get a day off to see if that helps.

Are you getting framerate drops too?

Yes, Quite severe, In Destiny 2 for example it goes from 150+ down to 40 for a second with no activity on screen, Same with Alien Isolation, Tried staring at a wall for a few minutes and usage drops randomly along with FPS.

I got the card preowned from a fellow forum member but it's in pristine condition and this only really started happening with driver 436.02 so quite a while after buying the card so I doubt it's a hardware issue, Tried going back to one prior to that and it persists so I'm out of ideas for the moment.

have you changed the gpu recently, when i moved from a 970 to a 2080 i got the same issues, the only way i could fix is was to reinstall windows. after that i was getting no issues at all and everything was running super smooth.

Not recently no but I think I'm going to do a fresh Windows install later today as I've tried drivers going back over 3 months, Various bios settings, Stock settings etc... and nothing has helped the issue.

Are you running Corsairs Icue software 3.19.120 as the current version was giving me major performance drops & stutters when playing games, If so remove it and put an older version of the software on your pc & it may sort out your problem rather than going through a new windows install.

Now that you mention it I did start getting this intermitent stutter after iCUE last updated to 3.19.120, Never connected the dots though :D

I'll uninstall when I get home and see if that is the culprit :)

Well iCUE is the culprit, I uninstalled it and zero intermittent stutters AND my FPS and GPU usage has drastically shot up.

The drop off at the end on both charts is me alt tabbing out.

Without iCUE installed my frame rate shoots up and my intermittent stutters are completely gone, With iCUE installed I lose around 70FPS, My minimums are a hell of a lot lower AND every 20 or so seconds I get stuttering due to GPU usage plummeting.

It's not an isolated case either with LOTS reporting the same on Corsairs forums, If I was on the software team at Corsair I'd be utterly ashamed to release a product that not only doesn't work properly but has such a drastic negative impact on a systems performance.
