Random icons seemingly broken

This is on a fresh install of Windows 7, some icons seemingly at random are breaking and going to the default ugle icon for .exe files. This is happening with Fraps, Media Player Classic, Internet Explorer. I installed MS Office, and all the icons work except Word and Onenote. If you right click and select properties, the icon appears correct in the properties window, but in the start menu, recently opened programs, and the actual .exe file in program files, the icon is broken.

I have no idea what's wrong, I tried installing some of these programs again but the same thing happens. What could be wrong?

Strange, I tried that before after googling the problem but must have done something wrong (how you can do something wrong with just deleting one file I don't know). However, I used the .bat file and it worked this time, thanks!

I don't know why it breaks, but this has happened since Windows 98

It's probably traditional now at MS to have dodgy icons
