Random lag spikes on PC and Xbox - Network problem

This is a video of what happens on my Xbox and my PC it is always three lag spikes for that set amount of time about every 15 mins or so.

Do they always happen independently. Like if the PC is switched off does it still happen on the xbox and vice versa? (can't watch the video in work so apologies if this info is in there!)

Yes this happens on my xbox even when my PC is turned off and vice versa, And yes KIA i am using wireless and my isp is O2 10Mb Broadband.
