random lag spikes

While playing certain games I keep getting random lag spikes I've checked my grfx temps and my cpu temps and im fairly sure its not a heat issue. I am also confident that it is not a driver issue as I've updated my gfx drivers regularly causing nothing to change. the two games I notice this problem in are crysis 2 and bf3 im not sure but i think it might happen in others just havent got round to checking yet when im playing in either game i get above 60 fps on max but then i experience huge fps crashes down to 10 fps or lower sometimes 1 or 0 then it recovers BF3 is slightly worse than crysis and is unplayable were the crysis 2 lags are more of a minor nuisance.

Is this issue when you are playing online or single player?

BF3 for example, is a lot more demanding when playing online on maps such as 32/64-player Caspian Border.
 
also at my friends house his pc has huge lag spikes when playing games online however when he uses my conection with his pc hes clear of the spikes. if its happening in single player then im not sure, however in my friends case his internet causes his lag spikes
 
Ive given it a go and it seems to improve it slightly but its really hard to tell with out a while to play test, I now know its not a heat issue ive monitored the CPU temps and put the GPU on a 20 min stress test and they were fine. I've had 3 suggestions from friends that it could be a HDD, RAM or MoBo problem how good are these ideas?
