Random lagging

My computer starts lagging and does some type of cracking noise when it lags and I am not sure what the problem is. I have tested the RAM with memtest86 and I have done tests on the GPU with Heaven Benchmark but I don't think the RAM or the GPU are the problem. It might be the CPU bit I have no idea if it is. I have done stress tests on the CPU but while doing that the problem didn't occur. I will include a link to a video of the problem to give an idea of what the problem is.
 
So it only happens when you open Geforce Experience and not other applications? If it only happens on Geforce Experience it could be a problem with them and not your hardware since you tested them.
I am saying when I open Geforce Experience is one way of triggering this problem but otherwise it happens randomly. For example, it could happen when I open a youtube video or I play a game and it randomly happens. But whenever I open Geforce Experience it always happens.
 
1. I did a virus check using Malwarebytes last night that took 11 hours and nothing was found in the whole scan. I looked at the resourse monitor and when I opened Geforce Experience the CPU Max Frequency jumps from 20% avarage to about 100% for about 10-15 seconds and then goes back down. I am not sure what that means but it happens every time I launch Geforce Experience.
2. All of the drivers are up to date.
3. I have that turned off.
4. I have 2 GPU's installed one is 1660 Ti and the other one is 1060 with only 2 slots in my motherboard.
5. I will try that but I tested both the RAM sticks which took 5 hours in total with memtest 86 and they both got a pass.
6. I only have my mouse and keyboard connected with USB.

My specs are:
CPU: i7 7700k (not overclocked) the cooler for it is Arctic Alpine 12
GPU's: Zotac 1660 ti 6GB and Asus 1060 3GB
RAM: 2x8 2133Mhz
Motherboard: ASRock B250M PRO4
PSU: Corsair CV650 80 PLUS Bronze
I have a few side fans on the case for good air flow.
