rapid GPU usage fluctuation

Hay.
I have just started playing wolfenstein and the framerate is all over the place. I had a look on afterburner and it is dropping to next to noting and then shooting all the way back up. I have not had this problem before.
I am running a r9 290

any ideas?

hay
have enabled unified gpu usage monitoring and the flucuation now seems to be between 1-5%. thanks for the help...i will spend a bit more time with the game later and see if there is any other noticeable difference

have had a bit more time playing now. My GPU usage is at about 34% it will plus or minus 2-3%. Game play is still not that smooth..
What do you guys rekon?

am running a i5 ivy oc'd to 4.3
