Rat poison tips

Yesterday evening I saw a rat running across my garden - eugh I bought some rat poison from B&Q this lunch time but now I'm wondering about the neighbourhood cats and how to stop them being poisoned. There are a couple that I've seen in my garden. Any tips on this? or on why the rats have suddenly started appearing? Quite a few of my neighbours grow a bit of food in their gardens - would this be what's attracting them?

Topical thread as it turns out - Panorama is featuring on councils cutting or charging for their pest control services, potentially leading to an increase in the number of rats etc knocking about. I noticed that my district council charged quite a lot of money for their pest control service now...
