Rattly cat - Will it fail the MoT?

The rattle won't be cause for failure, if it's no longer doing it's job and you can't meet emissions then it will fail.

Yup, as long as it isn't leaking and it does the job its nothing to worry about. It may be the one of the mountings has perished and needs replacing.

I'd get yourself a new cat regardless, mate, a rattly cat means there are lose fragments knocking about in it, they can easily block the exhaust completely causing more serious damage. Happened to me in my old car, and I lost the brakes on the M6.

Mine rattled, I think Tomnbk noticed it at the last meet. I've just replaced it with a de-cat pipe and kept the cat for MOT time.

Have you considered a de-cat pipe? They offer good gains on turbos don't they? (after the MOT obviously)
