bet that wouldnt sort my hd3870xt pcs by powercolour out? ie 100% fan?

Don't think so as that's a hardware issue. The pcs fan only has 2 wires.

What do you mean does it help? For RV670 bios flashing and voltage adjustments I would recommend the computer base bios tool: http://www.computerbase.de/downloads/treiber/grafikkarten/ati/computerbase_ati_bios-editor/

I mean, can you now adjust the voltage beyond the previous chip limitations (1.33v?) that were present before? Or do you still have to pencil mod?

Nope you can't. You've still got to pencil mod if you want to go past that.
