Is it standard practice to do this?

I've had both of them disabled for a couple of months since finding a stable Core voltage, but would like to know if people leave them off or leave them on.

Ok but what about when your machine is idle.

Say for example if I had a steam game downloading while I was at work.

The only viable option other than doing this is do have two bios profiles and switch between the two.

Well turn them on and see if you find any instability. In my experience, C-States can cause instability during idle depending on your settings but SpeedStep doesn't.

I found when I did have speedstep enabled the speed difference was minimal and energy saving again I believe would be extremely minimal.

There is a very small difference in performance, which I guess could be put down to normal variation.

3DMark 11

With Speedstep OFF 4920

With Speedstep ON 4902
