re new build

hi all just having a bit of trouble with a build,
ok firstly i tried to fix someones attempt at a build with water cooling and they never got it working but did put stupid amounts of thermal paste on cpu/motherboard, i could get the pc to post ( only on air not the water )pc would recognise the hdd in bios but when i try to install windows i get an error
saying
if this is the first time you've seen this error screen restart your computer if you see this screen again follow these steps.
it then goes on to tell you check for virus's check jumpers etc etc.
anyway done all that no luck, so with the stupid amounts of thermal compound all over the cpu and m/b i cleand it all off the cpu but wasnt able to on the m/b, so ive just received a new m/b exactly the same as the old one, an asrock 4core dual, put everything together and now i get exactly the same error have tried both an ide and a sata hdd with no luck still get the same error
anyone got any ideas at all for me, it would be much appreciated.

2.0ghz core duo
2gig ddr2 ram

i would take all ram out and then try it 1 stick at a time but other than that ive got nothing

nope no joy any one got any other ideas tried calling the ocuk technical helpline but its engaged, they must be very busy

Take everything out that you don't need, bare minimum. Try to boot then. If you can, get your hands on a linux boot disc (e.g. knoppix) or a boot cd for testing, and see if you can start the machine with that.

k m8 will give it a got but to be honest the only thing i havent tried is the cpu, but because i use my pcs so much cant spare the time to get one out but i have a week off next week so will try the cpu then.
