We have a laptop thats failing to boot, the drive looks to be fine its the OS thats had it. Is it possible to read the drive through a USB SATA cable on the same machine? Bitlocker was setup using the built in TPM and we don't have a recover key.

I think you're stuck without the recovery key.
The TPM should be owned by the unbootable operating system so, from how I understand it, without either the TPM owner password or the drive recovery key you shouldn't be able to read the data on that drive.
