Reading CPU as burning up -but isn't?

Having a problem with comp I built for my mother. She complained that (since yesterday afternoon) it had been shutting itself off and the fan had been extremely loud, so I guessed something was overheating. I turned the comp on and immediately the CPU fan was like a hoover, so shut it down and went into setup and ensured the CPU fan was set to monitor itself according to the CPU temperature - all the settings were fin, so saved it to CMOS again and exited.
Restarted the computer and this time the fan was spinning at normal speed, however when I loaded up speedfan and checked the CPU reading it noted the CPU as being at 103C (despite the computer being turned off all night) and I assumed it wouldn't be too long before the fan EQ started having a panic attack and hoovering again.

Is it simply reading the temperature incorrectly and if so why? Or is the CPU actually burning up? - which I see as unlikely as at 103C I don't see how it could still function or how it could even reach that temp in the first place. Before yesterday it was working absolutely fine no problems.
 
Sounds to me like the heatsink isn't seated right.

It most likely IS reaching a stupidly high temperature, but no amount of fan spinning will resolve it if the heatsink isn't on correctly.

Agree totally.

Re-Tim and Re-seat the cooler. Seen this kind of thing many times before
 
Yep, after I made thread I went and had a second look inside and noticed the heatsink had come unstuck in one of the holes making it a couple mm away from the cpu. So I'll give it a clean and reapply it and see if it works.
