Real problems

Okay here goes. I built my mate a pc after xmas and recently it slowed right down, i mean seriously slow.
We reinstalled windows vista (genuine copy) and that seemed to work, but after a week it did the same thing. Now all it does is show the screen where you either run windows normally, last known good configuration or safe mode. Choosing either one of these causes the computer to restar and come back to the same screen.
I've tried installing windows XP (genuine copy) and my mate said that after the initial installation of files with the blue screen and yellow bar it restarts the computer to the screen with basic system information and F2 for setup and F11 for boot menu. Pressing either of these freezes the pc. Any help would be greatly appreciated. I might have to buy him a new comtherboard, this one is an asrock. Rest of system is:

Core 2 Duo E2180
Geil 5300C4 2GB DDR2 RAM
My old 6800le AGP
160GB Seagate HD
Antec Sonata III with 500W PSU
 
Okay i've been to test my mates pc out, now i can't even get past the black screen which lists system information. It says F2 for setup and F11 for boot menu but it doesn't go into them, just says preparing to enter setup after pressing F2, or preparing to enter boot menu for F11. It doesn't do anything though.
I tried swapping the RAM which is DDR2 with DDR but that made no difference. Any suggestions people?
 
Could be a faulty hdd. This is linked to slow down and the problem with getting into the boot menu. Failing that the SB chip could have gone resulting in a faulty motherboard.
 
It could have been anything tbh... if it lets you go to the BIOS check the temps and volts there, also check if the HDD settings are found correctly.
